JOB CITY OF BRAWLEY CLASS TITLE: Utility Billing Clerk/Accounting Assistant DEFINITION: Under general supervision, this role involves performing accounting and clerical work that includes maintaining and verifying financial records in both manual and automated systems.
It requires the application of basic bookkeeping principles and practices to manage financial accounts and perform related tasks as required.

Incumbent(s) may not be required to perform all duties listed and may need to undertake additional, position-specific tasks to address evolving business/organizational needs: Assisting with utility billing processing and distribution.
Providing customer service at the utility counter, including receiving payments for utility bills, fees, rents, taxes, permits, deposits, licenses, and other sources; balancing cash and preparing cash reports.
Performing various financial record-keeping tasks such as data entry, reviewing and reconciling journal entries, adjusting utility accounts, managing bank accounts, handling requisitions, purchase orders, invoices, accounts payable, and accounts receivable.
Recording revenues, disbursements, and City fund transfers.
Computing bills, rents, and other charges for billing or recording purposes.
Processing returned bank items and other correspondence.
Managing business licenses.
Word processing, typing, and filing financial documents, reports, and correspondence.
Preparing financial reports and analyses.
Performing receptionist duties for both Finance and Utility Billing Departments.
If necessary, performing duties of a Senior Accounting Assistant, including assisting in biweekly payroll preparation, handling timesheets, data entry, producing printed checks and related payroll reports, processing wage withholding orders, and PERS.
Requisitioning parts, materials, and supplies; verifying invoices against Purchase Orders; maintaining inventory.
Classifying and verifying accounts payable invoices for accuracy and completeness; determining appropriate account numbers for posting and payment; monitoring expenditures and account balances.
Performing other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES TO: Demonstrate considerable knowledge of accounting principles and procedures.
Possess basic business math skills (addition, subtraction, division, multiplication, percentages).
Be familiar with municipal or utility accounting operations.
Exhibit proficiency in software: Microsoft Office (Excel, Word, PowerPoint) and the Windows Operating System; knowledge of an automated accounting system is desired.
Prepare and submit clear, concise, and accurate reports either orally or in writing.
Read and interpret complicated rules and regulations.
Establish and maintain effective working relationships with employees, City officials, and the general public.
Work cooperatively with others.
Operate a typewriter, ten-key calculator, copier, fax, and computer.
Adapt electronic data processing (EDP) methods to various financial accounting procedures.
Type at 50 words per minute.
EDUCATION AND EXPERIENCE: A high school diploma or equivalent and a minimum of two years of accounting-related experience are required.
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS: Work is primarily conducted in an office environment with occasional travel to offsite facilities.
Job duties involve sitting, standing, and walking for prolonged or intermittent periods.
Additionally, reaching, bending, and twisting at the waist are required to perform desk work and operate general office equipment, including a personal computer and keyboard, for prolonged or intermittent periods.
Using a personal computer requires finger and wrist dexterity and the ability to withstand exposure to vibration, pitch, and glare.
The role may involve speaking and participating in internal and public meetings.
Near vision is necessary for reading correspondence and statistical data.
Acute hearing is required when providing phone and personal service.
The noise level in the work environment is usually low.
Employees must be able to safely lift and carry books, files, and reports weighing up to 25 pounds and lift files and reports from countertops or file drawers.

Disaster Service Workers: As per California Government Code Sections 3100 - 3109, public employees are designated as disaster service workers.
